Detail | GRADE: FSN-8 (Rs. 685,919 p.a. to Rs. 1,251,926 p.a.) BRIEF DESCRIPTION OF DUTIES: The position provides assistance and support to the HR Unit in providing the full range of personnel services and HR administrative support functions for all categories of USAID Pakistan employees – USDH, off-shore and locally recruited USPSC, FSNPSC, and RASA/PSSA. Specific duties will include: maintaining, organizing, updating and performing close-out of Official Personnel Files (OPFs) and PSC contract files for Pakistan staff and ensures their completeness, accuracy and compliance with HR and contracting content requirements and organization. In close collaboration with the HR Specialist, the position administers the recruitment process for locally hired contract employees. Prepares the check-in and check-out forms for new and separating American, FSNPSC employees and TDY staff respectively, maintains and updates the Mission’s welcome orientation packets for all USDH and all off-shore and locally recruited contract employees, and assists with new employee orientation. Drafts and process arrival/departure notice cables for all USDH staff. Drafts and transmits requests for regular, interim or other Work Plans and Performance Evaluation Reports for Mission staff, providing all needed information to assist supervisors and employees with the discharge of this responsibility. Follows up and monitors their timely completion. Drafts and issues Personnel Actions for within grade increases on the basis of required supporting documentation, and assists in issuing various other personnel actions, such as for promotion, appointment, separation, etc. Prepares and submits periodic staffing pattern and other ad-hoc HR reports to USAID/Washington and the Embassy. Performs various other administrative and clerical duties to ensure the provision of quality and timely services. QUALIFICATION REQUIRED: EDUCATION: A Bachelors Degree in Human Resources Management, Public Administration, Law, Psychology or a related field is required. EXPERIENCE: Minimum three years of related administrative or personnel assistance experience where emphasis was placed on customer service, analytical, judgmental, and administrative abilities across the full range of functions performed by a Human Resources Office. LANGUAGE: Level 4 oral and written English ability (fluent) is required, and level 4 (fluent) Urdu language is required. KNOWLEDGE: Thorough knowledge of standard office management procedures and practices. Thorough knowledge of the requirements and procedures for preparing various forms, reports, correspondence, and documents, as well as the organization and maintenance of Official Personal Files. Good knowledge of HR policies and procedures. Comprehensive knowledge of host-country local labor laws as well as prevailing customs and practices as they apply to compensation, employment benefits and retirement. ABILITIES &SKILLS: Strong interpersonal and communication skills, tact and diplomacy are required to maintain excellent working relationships with all Mission personnel. The incumbent is required to have the ability to follow oral instructions and to organize, prioritize and follow through on all assignments with minimal oversight, a strong focus towards attention to detail, and a demonstrated proficiency in using word processing and spreadsheet software. Ability to apply and interpret regulations to current situations. The ability to maintain strict confidentiality relating to all areas of personnel matters is absolutely required. In addition, s/he must be tactful, yet effective in working with all categories of Mission personnel and be able to effectively anticipate client needs and/or concerns. |
