Audit Manager Required in Bank of England Job

Vacancy Description The Bank of England is the central bank of the United Kingdom, responsible for ensuring monetary stability and contributing to maintaining financial stability.

The Security Division at the Bank of England comprises 3 core streams within the Division: Technical, Operational and Investigations. This is a new role reporting to the Head of Investigations within the Security Division. The role will work alongside the existing Audit Manager for the Note Circulation Scheme and form a team responsible for auditing all of the UK’s Cash Centres. This team forms part of the SECURITY DIVISION and is based within the Bank of England’s Head Office in London. The role however will require travel to Scotland and Northern Ireland as necessary. It may also require travel to other parts of the UK as part of the wider responsibilities of this team on an ad hoc basis.
Vacancy Responsibilities The role will require working with the cash centres at senior management level, and engaging with law enforcement professionals at all levels to ensure the appropriate use of all available intelligence. The role will also involve working with senior members of the Bank to ensure that the compliance regime is appropriate and has the flexibility to adapt to the changing intelligence picture.

The jobholder will be responsible for:
• Ensuring that the security procedures at each cash centre are inspected and are in compliance with the regulations,
• Gaining a detailed knowledge of the Scottish and Northern Irish Note circulation scheme,
• Gather and develop intelligence from a wide range of sources to provide a risk assessment for the Bank’s role in the cash centres, particularly in Northern Ireland.
• Providing effective reporting on outcomes of compliance visits and intelligence development.
Vacancy Entry Requirements The successful candidate will need to display a highly detailed knowledge of a wide range of security related matters, including but not limited to:
• security design of buildings
• crime prevention techniques
• people vulnerabilities including corruption issues
• investigative skills which include financial investigation and knowledge of Kidnap procedures
• knowledge of policing response to major incidents
• an awareness of forensic evidence gathering in major incidents

This will be supported by considerable experience in a security role where they have demonstrated an excellent understanding of protective security issues and how this can provide effective security to secure environments. An Investigative background, ideally gained within the Law Enforcement / Financial Sector or similar environment is advantageous for this role. Knowledge of developing intelligence from a wide range of sources would also be advantageous.

This role has arisen from the Bank’s regulatory responsibility for cash centres that are part of the Scottish and Northern Irish cash circulation scheme This requires organisations to conform to a set of rules in the storage of cash. The Bank carries out an audit of all processes to show compliance with the rules. Part of this process is the inspection of all security related issues; this includes both the physical aspects and the issues around people working at the location. This will include intelligence development of potential threats, appropriate vetting of staff and response to any criminal activity
Further information on the skills & experience required for the role
The successful candidate will need to be able to write comprehensive reports which will then be presented to senior management in the Bank and to senior staff in the cash centres, therefore strong Report Writing and IT skills are a pre-requisite, as are excellent communication and organisational skills. Interpersonal skills and the ability to build relationships both internally and externally at all levels are also of key importance.

Entry Requirements
•The jobholder must have an in-depth knowledge of lift drive/control systems used by different manufacturers. You must be prepared to constantly update this knowledge by understanding system changes (project work) attending courses and reading appropriate periodicals and other related publications.

•Previous experience working within the lift industry is essential being involved in both the practical and technical aspects relating to the maintenance and repair of lift machinery. In addition the Jobholder will demonstrate a robust understanding of building services electrical systems supported by a comprehensive understanding of the IEE wiring regulations.

•Computer skills preferably ECDL trained. Previous use of the asset management system (Concept) along with Outlook and the Intranet. In addition the Jobholder will be required to use specialist software packages i.e. the insurance E-Reporting system and lift processor diagnostic interrogation system.

•The jobholder will demonstrate thorough understanding of H&S requirements and procedures supported by specific training and toolbox talks.

•Numerical skills are important as the jobholder will be required to use instrumentation and perform engineering calculations in the resolution of faults and design changes.

•The Jobholder will need to demonstrate the ability to manage contactors projecting a strong management style.

•The jobholder would have completed a recognised engineering apprenticeship supported by an HNC in a relevant engineering subject.
Vacancy Responsibilities
To carry out maintenance of Passenger & Goods lifts in Head Office to reflect the requirements of the Asset Management System. Reporting defects and identifying changes necessary to ensure effective and comprehensive lift service.
To respond promptly to emergency calls, thus ensuring the safe release of passengers within the half hour service level target.
To manage contractors carrying out minor refurbishment works and repairs while ensuring compliance with all legislative requirements. For example motor/generator repair works and subsequent testing and commissioning.
Keep and update maintenance records on all lifts/hoists within Head Office plus all legislative tests and documents.
To be involved with the major lift replacement project, providing technical support to the Project Manager, assisting with quality control with some input to product selection and installation.
Where necessary, to become involved in maintenance and installation works relating to electrical distribution systems, lighting controls, and general power systems etc as directed by line management.
Work with other trade groups, demonstrating a multi-skilled awareness with the ability to lead small teams on particular projects.
