Detail | GRADE: FSN-7 (Rs. 550, 663 p.a. to Rs. 994, 937p.a.) BRIEF DESCRIPTION OF DUTIES: The Purchasing Agent serves as the primary resource for acquisition of a wide range of goods and services both locally and offshore. He/she also assists in other aspects of day-to-day activities, such as customs clearance, shipping, and logistics affairs for USAID/Pakistan. Ensures all purchasing activities comply with federal, state, and board policies and regulatory practices; Receives purchase requests from various offices; reviews requests for necessary technical data and proper authorization; if needed, confers with originator to obtain additional information; estimates probable cost of items; and, identifies financial accounts to which the purchase is to be charged; Requests bids by telephone, correspondence, or advertisement (for BPAs, on an annual basis); reviews responses and prepares an analyses of bids; Prepares purchase orders for final EXO approval/signature, attaches requisite specifications, and dispatches to source; Carries on day-to-day operations. QUALIFICATION REQUIRED: EDUCATION: Completion of secondary school is required. EXPERIENCE: Two or more years of experience in general purchasing work, or general clerical activities related to purchasing or other general services specializations is required. Some prior work experience in property management and warehousing is highly desired. LANGUAGE: Level 3 English and Urdu is required. KNOWLEDGE: A good knowledge of procurement regulations, instructions, and procedures is required. The incumbent must have a good knowledge of local market practices and suppliers, as well as local pricing practices. A working knowledge of regulations governing property management, inventory control, and shipping, as well as ordering procedures is desired. Knowledge related to moving and storing procedures, in order to safeguard property. ABILITIES & SKILLS: Ability to deal with a wide variety of suppliers and with various post officials. Ability to use Word Processing and Data programs to prepare purchase orders, contracts, and reports. Skill in preparing precise procurement specifications is required. |
