DUTIES:

This vacancy is located in DCHA/DG office. The incumbent accomplishes work related to the management of centrally-administered training programs/projects for development assistance practitioners. Programs/projects may be targeted toward a specific country/situation, or they may be targeted to a specific development problem and provide for Mission 'buy-in.'

Accomplishes work related to the conceptualization, design, documentation, and delivery of democracy and democracy development-focused training programs or projects. Designs, documents, and evaluates mission-specific and/or centralized democracy and democracy development programs or projects.

Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of training programs or operations in meeting established goals, measures, and objectives. Designs and/or maintains methods, approaches, and processes to implement effective training programs, and provides a means for the agency to analyze its resources in relation to its performance results.

Coordinates information for the formulation, revision, and execution of annual training budget projections. Analyzes problems as they relate to fiscal management and project operations. Reviews work metrics, unit costs, rate structure, job validity, and production indices in support of fiscal and managerial policies and procedures.

Knowledge of training instruction principles, practices, techniques, and procedures.

Ability to meet and deal with others and provide customer service.

Ability to plan and execute work.

Ability to perform program and project management functions.

Ability to manage special projects.

ADDITIONAL REQUIREMENTS:

Extensive experience in curriculum development and delivery for adult learners in international development contexts.

MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:

Qualifying experience for the GS-14 level includes one year of specialized experience at least equivalent to the GS-13 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Example would be extensive experience in curriculum development and delivery for adult learners in international development contexts.

Entrance on duty is contingent upon completion of a pre-employment background investigation. This appointment requires completion of a one-year probationary period. During this time period, employee's conduct and performance will be monitored in order to determine if employee will be retained.

BASIS OF RATING: Qualified applicants receive a score of 70 to 100 before veteran's preference points are applied (if applicable).
